This manual is intended for police executives interested in promoting the practice of problem-oriented policing (POP) within their police agency. (In the United Kingdom, the concept is more commonly referred to as problem-oriented partnerships with the intention of emphasizing the criticality of external partnerships. It is not otherwise distinct.)
