Project Overview

To address the increase of crime with Rowan County, and to support the public safety coordination among local jurisdictions, the Salisbury Police Department will implement the Rowan Regional Crime Intelligence Center (RRCIC) to enhance the region’s ability to reduce violent crime through synthesizing technology, leading with analytics and providing a centralized location for federal, state and local agencies to share information and collaborate for case strategies and arrests. The RRCIC will allow the implementation of a turn-key solution for an intelligence center, which will launch the region into current intelligence-led practices. To measure the impacts of the RRCIC, the research partner will use an embedded, single-case study design to capture details on the implementation of the RRCIC, capture and monitor changes to organizational processes and procedures, measure process impact outcomes for the RRCIC, and evaluate changes in crime during the project period.

Methods and Findings

  • Over the last few years, Salisbury, Spencer and East Spencer have experienced persistent violent crime involving gangs and drug markets.
  • The March 2019 Project Safe Neighborhood (PSN) violent crime evaluation report conducted by the University of North Carolina-Greensboro indicated a network of gang members and violent offenders that contribute to the homicides and aggravated assaults that connect Salisbury, Spencer and East Spencer.
  • The City of Salisbury has more known gang members (over 250) and gang groups (approximately 25) than other, much larger cities in North Carolina (e.g., Greensboro).
  • Between 2014 and 2018 Salisbury experienced a violent crime rate that compared significantly higher than United States and North Carolina averages. While not as consistent as Salisbury, Rowan County has experienced higher crime rate averages as well during that time period.
