The report found that numerous systems-level improvements were attributed to SCA funding, and that AORDP enrollment increased access to services, with the greatest impact found for pre- as opposed to post-release services.

However, the treatment group did not appear to have better rearrest or other reentry outcomes than the comparison group, although they had more positive trajectories over time for housing independence and employment.

No clear pattern of consistent positive or negative effects were found in any site.
